Belfast High School Corrupt Guidance Scheduling Shorting Students Education


Guidance Director Jim Davis can't be bothered to tell student elective is not available. Student must carry 6 credits- without elective, student has 5 1/2. Student would have taken latin if Davis would have advised. Davis lies and principal supports liar. Asst. Super- John McDonald steps in and approves change for guidance counselor (Jessica Woods- she would also lie to cover for scheduling) The emails are endless as she tries to lie and remove herself from responsibility. Just like Davis.

Mandate courses that Guidance is unable to schedule is unacceptable with a surplus of teachers for the student ratio. Their solutions is to farm the student's education to an online course. And then Guidance doesn't apply for the online course in time and begins another lying email disaster. Then the Superintendent steps in to lie even more. Caught and documented.

This blog is messy. However, with the new school district forming, this blog has the corrupt staff that should NOT be in the new district. School board member Caitlin Hills abusing others in public postings on FB and in local paper (documented below).   Superintendent Carpenter, Principals Buckheit and Fitzpatrick, Guidance director Jim Davis and guidance counselor Jessica Woods. Documented lying and throwing students under the bus are in this blog.

Freshman year 2012. Director of Guidance Jim Davis is *** guidance counselor. Student is unaware that the speech and drama elective has not been scheduled. Davis can clearly see that with out the elective student is only carrying 5 1/2 credits (months later, his new guidance counselor will defend that). Davis should have told *** in this meeting on 9/17/12 and offered another elective. *** would have chose Latin. But Davis never offered. Through the fall, some days *** was done with classes at 10:30 am. The Assistant Principal knew too- he checked *** schedule and did nothing. *** and parent had thought the elective S&D would begin the next semester since Davis had clearly reviewed his schedule on 9/17/12 when he told *** not to change to honors English and just stay put. After discovery, Prinicipal Fitzpatrick brought parent in for a verbal meeting to throw *** and parent under the bus. Parent stayed on point with documented emails. Fitzpatrick said he hated emails. Parent told him they are the only way, documented proof. Principal Fitzpatrick  called the meeting, he was sweating profusely. Parent demanded a new counselor, Fitzpatrick refused. Parent got the assistant superintendent John McDonald involved and he ordered a new counselor. Another lying counselor.

Hi Parent- 2nd semester starts on 1/28. *** will continue to have two
study halls. I agree with you, that this is one too many. *** did not
schedule a Fine Art or a Foreign Language in his schedule, hence, two
study halls. He is doing great academically! We can't really address this
issue at this time as most of our courses are full year courses. He could
add one of these however:
 
P4 - Maybe Chorus (need teacher permission), not sure if he's a singer.
P4 - Psychology - with his current Geog teacher, Mrs Ross. Would need
teacher permission, but thats probably not an issue.
P6 - Strength and Conditioning (weight room training). Not sure if this is
his thing???
 
Let me know what you think. Have him see me this month if he'd like to
add. Psych might be the best option.

Hi Parent,
 
I just met with *** and we discussed all of his options regarding
second semester courses. This is what I offered him:
 
Choice 1- Do not add an elective, leave schedule the way it is and sign up
for 7 credits next year (scheduling for next year will begin in a few
weeks)
Choice 2- Add a class to period 4. Either Psychology, Lifeguarding, or
Human Anatomy/Physiology
Choice 3- Add a class to period 6. Either Strength and Conditioning or SAT
prep. 
 
He was under the impression that he would not be passed on to the next
grade if he didn't complete 6 credits this year, which isn't the case. We
advise students to take 6 credits each year, as we require 24 to graduate,
but he can certainly "make up" credits in future years by enrolling in 7
or 8 credits. 
 
I gave *** a 4-year plan, which is a tool we use to help students with
their academic planning, and I find it useful. 
 
I will check back in with *** today to see if he has made up his mind
on which class to add, but he can certainly take a few days to think about
it as mid terms are next week and we will be working with schedules all
week.

*** is a Jr. at Belfast Area High School. His education has been hindered by the Director of Guidance, Jim Davis since entering BAHS as a freshman. This year has brought more issues with guidance hindering *** AP education. Jessica Woods and Jim Davis to another student with APES. I have chronologically listed the 31 pages of emails, time/date stamped from start to finish from receipt of my *** schedule on 8/15/2014 to 9/29/2014. At the end is where I corner Superintendent Carpenter for accountability while at the same time realizing I could find the AP4ALL website. An astonishing disgrace and waste by administration.
AP4ALL has been in place since 2007, yet Jessica claims BAHS has never used this. According to the AP4ALL site, enrollment was through 9/2/14. Jessica states that there are not any students from BAHS signed in, therefore *** and another student should have been enrolled. Both were before the 9/2/14 cutoff. Jim Davis told one student he was denied AP4ALL APES for budget reasons and Jessica told me AP4ALL APES was full since March, with many other false statements.
 Please answer these questions.
1. When did Jessica Woods contact AP4ALL to place *** in APES? 
2. Is there any reason that BAHS would opt NOT to enroll or offer AP students the APES AP4ALL when the course is not fulfilled in school?
Please investigate the refusal for BAHS guidance to enroll these students in the free AP4ALL with all the documentation I have provided to you. Please advise of findings and resolutions.

Thank you for reaching out to me about the AP4ALL program. I am sorry *** wasn’t able to get into AP Environmental Science course. I understand how frustrating that must be to you and to him.
When the school initially contacted me on September 2 about enrolling ***, the course was already full and actually had been since June 26, 2014. We immediately placed him on the waiting list, but unfortunately a spot never opened and at this time, it is too late to add someone into a class even if a spot did become open given the rigor of the work.
I appreciate you bringing to my attention that Belfast Area High School has not taken full advantage of AP4ALL and thus is not completely familiar with the registration timeline. As a result of your email, if it’s ok with you, I’d like to reach out to them and help them become more familiar with the program and the enrollment process. While it doesn’t help ***, it may help other students in the future.
In the meantime, I want to again apologize that a space was not available in this course and let you know the Department will continue expanding the course offerings as funding allows given the increasing popularity of AP4ALL. If you have concerns about the school’s process for enrolling students in local or online courses, I’d encourage you to reach out to the school board, which would have the oversight the Department does not.

"When I met with *** on Tuesday he expressed that *** is happy with *** current schedule and would not like to make any changes.The online AP4ALL option has been full since sign-ups in March. We have never used the program before, but are now and will sign *** up for it this spring in advance of our finalized schedule, if ***l decides to leave his schedule as-is for this year. Thanks-Jess"
Furthered by the Guidance Director, Jim Davis denying another student this online APES course through lying about budget issues. That student, almost 3 weeks into AP Bio, "chose" to drop AP Bio to take the AP Env. Science. Here is a portion of that parents email " **** dropped AP Bio and is now taking APES during study hall - once again we were told that there was no money in the budget for the online course" Parent of that student,

Superintendent Carpenter and Principal Fitzpatrick support their staff and throws the student and parent under the bus with private meetings, intimidation and blame. No more.

Please confirm that *** is enrolled and will receive APES online for 2014/2015 along with Latin 3 if necessary. I see that there is a 20 student cap on each course and next year is ***senior year. I cannot trust the school and have proven they have repeatedly lied and failed basic scheduling for AP students. An absolute crime to the students and parents.

All his classes are AP,  it is up to the school to provide the Latin 2. I prefer to handle this in writing since the school must provide options. The guidance director Jim Davis denied *** elective where *** would have chosen Latin 1 and would now be in Latin 3.

Jessica and Ann,

Please understand that *** must have Latin 2 and his AP courses in his Jr. year, this year. Compile the uncertainty of next year with the RSU and slashing of courses, this is his year to get his language requirements completed. Again, this could have been done last year but guidance director, Jim Davis did not do his job and hampered *** education. Davis was passing *** through with only 5 and 1/2 credits, careless that *** was not getting an elective due to scheduling regardless of repeated concerns from me, as early as September, before the cutoff. In this email below, Davis also advised *** NOT to take honors English. Clearly he saw at this point this *** was not carrying 6 credits since *** elective was not scheduled. Yet, Davis did not care. In December, Davis was very off the cuff- saying *** would get into 10th grade even with 5 1/2 credits...

With this, I hope you can resolve this problem without further need for me to go above and beyond. I write this for you to use as assistance to those that threw *** under the bus in the first place- Davis and Fitzpatrick. If I need to go to the Superintendent again, I will, let me know.

Please advise me of *** ILP this year. I have included last year's issues on that.

I wanted to give you some ammo in case the forces that be try to detour. There is no need to meet if you are allowed to see that *** receives his AP courses and Latin 2. If they have to set up a tutor session during one of *** study periods for the Latin 2- that is very OK with me. Preferably the C day . On B days I can pick *** up before lunch to work at home.

The online course was not good. It was the only choice because of Davis. Online Latin is even worse. *** likes the teacher very much and teacher instruction is crucial. *** is saddened that *** isn't getting 4 years of Latin, let alone 3. Now, *** is being denied another year. This is unacceptable. This is all because of Davis. You should have checked with me first. I didn't request online.

*** said that there are quite a few students in Latin, aren't they AP students? Something must be arranged. Perhaps the teacher can be paid the price of the course to teach *** during a study period if you can't arrange a class. Is the teacher Mr. Doran?

Latin 2 is offered periods 3 and 6 this year.
*** currently has:

Here are the two best alternative options as I see it, without the online component for Latin 2, which was just a suggestion. The conflict centers around AP Environmental Science and Latin 2. *** does need to take AP Environmental Science before *** graduates, but it doesn't HAVE to be this year. We can sign him up for it next year as a senior, with AP Gov't, AP Literature, and Physics. So if *** would prefer Latin 2, which I agree is VERY important, these are my suggestions:

Period 4-Advanced Math for AP Calc

Hi Jessica,

I am hearing that other AP students are being denied classes. This is not acceptable. Please take this to the VP, Principal, Superintendent, who ever can reschedule to meet the offered AP classes. Scheduling these required AP courses next year, is no guarantee that it won't be a problem for these students.

I understand that the Waldo Tech students get their scheduling met to allow afternoons at the Tech., it is very upsetting to hear AP students are told not to take the course. Try again next year. Especially with all the upheaval. This year is crucial to get in  *** AP and Latin.

I am in contact with other AP parents also being told the same. Even being told to take regular courses in place of the AP. Specifically, Jim Davis again. He did that to *** in 9th grade before the cutoff. Telling *** not to take Honors English, to stay put. And fully aware that *** was only carrying 5 1/2 credits unbeknownst to us. And then throwing him under the bus with the support of Principal Fitzpatrick when we found out Davis did not offer him another elective- Latin.

On second thought, I am copying Brian Carpenter, Superintendent of RSU20. He should know about this especially with the D rating Belfast received. Please take this to the Superintendent immediately. Please support these AP students, and let me know what will be done.

I was waiting for you to respond as to why AP students were being denied? I take it from your response that there is no action for AP students from guidance or Superintendent Carpenter. The amount of taxes we pay for education and the schools are unable to fulfill requirements with actual teachers is alarming.

I understand the ***(another AP student) came in yesterday and Jim Davis has offered him an online class for AP Earth Science.

1.*** must have Latin 2 with a real teacher this year.

2. If the only way *** can also have AP Earth Science this is through online, then sign him on. If he can have a real teacher, that is preferable with Latin 2 real teacher. With real teachers for both of these classes, he would not be taking the elective in 3. If Earth Science is online, he wants an elective. See 3.

3. If he must have online AP Earth Science, he would then like an elective as well. He wants Classics but he isn't sure if that is being offered anymore.

We are currently as a district looking at options for completing this course outside of our curriculum, but haven't found solid options yet. AP4All offers online AP courses, typically for students at high schools that don't offer them. We have never used this resource before, but have become familiar with it this year. They only have a certain number of "slots" and APES is full at this time. *** is still on the wait list, and I am uncertain if he will be moved into the class or not. I spent time on the phone with the collegeboard this morning, and they were unable to provide me with other AP Online options.

We are still in conversations at BAHS about this situation. I will absolutely inform you as soon as I have any information, and we will also be highly aware of the need *** has for APES when creating the master schedule for next year.

It has been nice to have *** join us at Peer Leadership this year! I am so glad he is joining us!

There has been much discussion about this scheduling conflict, and there are two more options I have to present to you.

1. *** could drop AP Bio (period 1 and 2) and enroll in AP Environmental Science period 1 via an independent study with Mr. Thomas. The rest of his schedule would not be impacted.

2. *** could change from Advanced Math for AP Calculus to Advanced Math, take APES period 3 and Latin 2 period 6.

3. *** could drop Advanced Math for AP Calc and enroll in a Math course via BYU and take APES period 3 and Latin 2 period 6.

4. As previously presented, *** could enroll in Latin 2 online (BYU) and take APES period 3.

5. *** could continue with his current schedule for this year and sign up for APES for next year.

I am happy to meet with him today and discuss and see if he has a preference?

The online AP4ALL option has been full since sign-ups in March. We have never used the program before, but are now and will sign *** up for it this spring in advance of our finalized schedule, if *** decides to leave his schedule as-is for this year.

When I met with *** on Tuesday he expressed that he is happy with his current schedule and would not like to make any changes. The truth about AP4ALL is that we have never accessed it before, and didn't know there was a waiting list until I was able to speak with Abigail, the distance learning coordinator at the DOE in Augusta. Yes you have answered- thank you.  I was not understanding the online aspect at all. Since no one is enrolled, clearly it is an DOE issue that I now understand. I was thinking that many more courses were online with students enrolled and wanted to know why.

Morning Parent,

I did not respond because I do not have the knowledge to address the issues and all the parts associated with it. I discussed the scheduling issue with those involved.  I have followed the email string.  The Guidance Department provided five options for a schedule.  There are only so many classes periods in a day and so many opportunities for teachers to instruct AP programs and only so many opportunities for classes to be taken.  Online options were provided as an alternative.  In such a situation choices must be made between what courses are available and which one(s) will be chosen over another.  He accepted his schedule with the classes he chose.  *** understands that he had to make choices between courses.  He made a choice to remain in a class, he had chosen, knowing that it would impact his ability to take another course.

The email history gives the information. The fact that the Director of Guidance threw *** education into the garbage instead of putting him into Latin in 9th grade has been the hinder. This is the school's job to resolve yet the principal and guidance director threw *** under the bus. Then I receive this schedule full of study halls and Latin is missing. Latin should have been a priority with the history, he should have been in Latin 3 this year.

This is not resolution. Offering an online course for Latin is ridiculous. Add in the confusion with online APES that is still unanswered. Please tell me exactly what I am  supposed to resolve for the school? I expected you to take action. I would have requested a report of the scheduling of all the AP students since 9th grade, compare what was picked and what was given,  and ask for input from the parents. I only contacted one parent and found similar problems. This isn't electives we are concerned about- it is mandatory classes for the students that work very hard to receive the best education offered. They should be the pride of Belfast.

Please explain  in full detail as to what the issue is with APES online. Jessica's last email that online APES  will be "on the table" (her quotations) for next year is not reassuring. Below was sent to you previously to give resolution for APES:

I can not explain what the issue is with APES online. As MS. Woods indicated, APES has limited seats. If APES has limited seats and is currently full then there is no seat available. If it costs nothing there is no budget issue. *** can be enrolled in AP4ALL when enrollment starts.

Parent any further correspondence concerning this issue will require a face-to-face meeting.

Mr. Carpenter,

A written answer is required. Guidance Director Jim Davis told the ***'s it is a budget issue. Guidance Jessica Woods states it is not a budget issue, states sign ups were full in March, yet BAHS were offering sign ups in August in lieu of live teaching. Then, issues UNKNOWN? prevented the online offering and BAHS did not resolve. Instead forcing students to drop courses or wait until next year for an another online AP4ALL this is not a guarantee.

Below is taken from the AP4ALL website http://www.ap4all.org/. According to these facts, 5 BAHS students can receive the online APES at no charge. Yet, Jessica states that zero students are enrolled and that AP4ALL was full in March??

The only reason that I can see that *** and *** were denied this course is because guidance missed the cutoff of September 2. Please advise today exactly why *** was not signed up for online APES.



"Registration for 2014-15 classes will open March 4, 2014, and will remain open through September 2.
Q. Is there a limit to the number of students a school can enroll? There is no limit to the number of students a school can register in AP4ALL courses, but there is a maximum of 5 students that a school can enroll in any one particular course.
So, any student who resides in a Maine school administrative unit and is being educated at public expense in a public school or a private school approved for tuition purposes can enroll in an AP4ALL course free of charge."

Confirmation that guidance was contacted prior to 9/2 with instructions to sign up for APES- which would have been even sooner if Jessica responded immediately on 8/15/14 instead of wasting time on getting an approval for online Latin which was totally unacceptable and NEVER requested.

Hi Jessica,

I am hearing that other AP students are being denied classes. This is not acceptable. Please take this to the VP, Principal, Superintendent, who ever can reschedule to meet the offered AP classes. Scheduling these required AP courses next year, is no guarantee that it won't be a problem for these students.

I understand that the Waldo Tech students get their scheduling met to allow afternoons at the Tech., it is very upsetting to hear AP students are told not to take the course. Try again next year. Especially with all the upheaval. This year is crucial to get in  his AP and Latin.

I am in contact with other AP parents also being told the same. Even being told to take regular courses in place of the AP. Specifically, Jim Davis again. He did that to *** in 9th grade before the cutoff. Telling him not to take Honors English, to stay put. And fully aware that *** was only carrying 5 1/2 credits unbeknownst to us. And then throwing him under the bus with the support of Principal Fitzpatrick when we found out Davis did not offer him another elective- Latin.

On second thought, I am copying Brian Carpenter, Superintendent of RSU20. He should know about his especially with the D rating Belfas t received.please take this to the Superintendent immediately, Please support these AP students, and let me know what will be done.

1. Student must have Latin 2 with a real teacher this year.

2. If the only way *** can also have AP Earth Science this is through online, then sign him on. If he can have a real teacher, that is preferable with Latin 2 real teacher. With real teachers for both of these classes, he would not be taking the elective in 3. If Earth Science is online, he wants an elective. See 3.

3. If he must have online AP Earth Science, he would then like an elective as well. He wants Classics but he isn't sure if that is being offered anymore.

Per your request here is my response.

Funding/Cost

Funds for this program at the Department of Education are appropriated by the Maine State Legislature specifically to support Maine public schools. As such, Maine public schools and Maine private schools approved for tuition purposes as described in Title 20-A §2951 may enroll students at no cost.

Timeline for 2014-2015
December 15th – Needs assessment results gathered.
March 4th – Initial student registration opens. The initial registration period will be from 8:00 a.m. on March 4th through March 31st at 5:00 p.m.
March 31st – Initial student registration closes. Please note that registrations will continue to be accepted on a first-come, first-serve basis until September 2, 2014.
Friday, April 4th – Confirmation of student enrollments will be provided to the person who submitted a registration form.
September 2nd – Classes begin and will run until one week after the scheduled AP exam in May 2015.
A similar timeline can be expected for 2015-2016

Enrollment
According to Abby Manahan, AP4ALL Coordinator, of the Maine Department of Education, 23 State House Station, Augusta, Maine 04333 (abigail.manahan@maine.gov; Office phone: 207-624-6656) all AP4ALL courses were filled on/or before September 12, 2014.  Now 4 weeks into the AP4ALL courses no students are being accepted/enrolled from the waiting list due to the rigger of the courses and per request of instructors.
 On September 2, 2014 Abby Manahan, AP4ALL Coordinator emailed Ms. Woods after she emailed asking to enroll a student in AP4ALL AP Environmental Science. This correspondence was only in regards to AP Environmental Science, not other AP4ALL courses, which may or may not have had waiting lists in August/September.
 On SEPTEMBER 2ND- Ms. Manahan replied to Ms. Woods "Thanks for being in touch unfortunately Environmental Science is full with a significant waiting list.  I’m hearing a lot about scheduling conflicts so I understand your dilemma.  For future reference, registration for AP4All begins in March, the earlier a student registers the better the chances of securing a spot.  The program has grown tremendously this year and demand is high.  Please let me know if I can be of further assistance."

A second email by Ms. Woods was sent to the DOE clarifying the issue of funding, and to be certain that there was no way to move a student along the wait list by paying for the course. The response is below.

"Hi Jess,
No problem, questions are welcome anytime.  Unfortunately we operate on a first come first serve basis because we are funded with public funds. We use the timestamp on registrations to remain fair and equitable in moving students along the wait list.  We would be in violation of our legislative mandate if we accept money to move a student up on the wait list. The student is welcome to join the wait list (AP Environmental Science) and would be # 3 on that list at this time."

As indicated in my email from Ms. Manahan a school may enroll 5 students but enrollment is on a first come first serve bases.

Mr.Carpenter,

The site states 5 students per course per school. Jessica stated zero BAHS are enrolled. Clearly, Davis has also lied to the ***'s. First come, first serve BASIS would be the first 5 students from BAHS. This time using budgeting issues. Tell me why *** was not enrolled on line since he met the cut off and no other students are enrolled.

9/30/14 - I NOTE AT THIS POINT ALL INFO SENT TO AP4ALL MS. MANAHAN FOR VALIDATION AND AWARENESS. NO FURTHER EMAILS FROM BAHS. MS. MANAHAN'S EMAIL IS APPROX. 1/3 DOWN FROM TOP. SHE STATES THAT ENROLLMENT WAS FULL ON 6/26/14- WHICH DOESN'T FIT THE 5 STUDENT SCHOOL MAX PER COURSE. PERHAPS BECAUSE BAHS IS OVERSTAFFED WITH TEACHERS AND NO BUDGET CUTS. CARPENTER SHOULD HAVE ORDERED AN ADDITIONAL LIVE APES CLASS @ BAHS AS PARENT REQUESTED PRIOR TO SCHOOL OPENING.
